initiated by the NGO eGovernments
Foundation, was inspired by Nobel laureate
Prof. Amartya Sen’s belief that health equity
is central to social justice. It works with a
specific focus on ensuring universal access
to essential critical care services. During the
Covid-19 crisis, seeing the distressing lack
of ICU facilities in government hospitals
and rural areas, the founders collected
funds and set up 10BedICUs in Andhra
Pradesh and Telangana.
‘By innovating rapidly and deploying
equipment, training and TeleICU support
of specialists, we were able to help
thousands in the most affected remote
areas. Using the CARE technology
backbone, this digital public infrastructure
could scale to 20 per cent of India’s districts
in two years,’ says Srikanth Nadhamuni,
founder of 10BedICU. e CARE platform
is a cloud based EMR, with pandemic
management and TeleICU support. It is
ABDM (Ayushman Bharat Digital Mission)
compliant and currently launching several

Founded by Nandan Nilekani and
Srikanth Nadhamuni in 2003
eGovernments Foundation is a
collective of technologists, strategists,
and policy professionals committed
to solving societal challenges. The
organization works on three strategic
pillars: public digital platforms,
enabling policies, and open
ecosystems.To date it has built 18
reference applications, resolved over
3.5 million grievances and impacted
over 250 million citizens. In 2021, in
response to the Covid-19 pandemic, it
launched 10BedICU, which has now
evolved into a robust initiative for
ensuring universal access to Intensive
Care by strengthening critical care
systems in nine states, covering 200
hospitals, 12 Tele ICU Hubs and
treating over 35,000 patients.
